Zaldy Co placed on lookout bulletin, says Remulla

MANILA, Philippines — Rep. Zaldy Co (Ako Bicol Partylist), who is out of the country, is now in the Immigration Lookout Bulletin Order (ILBO), Justice Secretary Jesus Crispin Remulla said.
Remulla confirmed this development with reporters on Thursday, September 25, saying that the lawmaker who allegedly received kickbacks from flood control projects fled the country.
“Yes, meron siyang ILBO,” Remulla said in an interview with reporters.

A bulletin is a directive to immigration authorities to monitor individuals leaving, typically those who are subjects of ongoing investigations or legal cases.
It differs from a hold departure order, which is a court-issued directive preventing an individual from leaving the country.
Remulla did not disclose the exact date the ILBO was issued against Co or which specific office requested it.
“It comes naturally in our work, kapag may nababanggit,” he said, referring to the agency’s work when an active investigation is underway.

On September 23, former Department of Public Works and Highways Engineer Brice Hernandez revealed that Co received an estimated P1 billion in cash packed in 20 suitcases.
Hernandez estimated that each suitcase contained about P50 million, filling up to seven vans. The suitcases were brought directly from the basement parking to a penthouse suite.
Another former engineer, Henry Alcantara, also accused Co of inserting up to P35 billion in funds into the national budget for later kickback schemes.
