MANILA, Philippines (5th update. First published on Sept. 22) — Local governments in various regions canceled in-person classes and government work for Tuesday, September 23, as Super Typhoon "Nando" continues to bring heavy rains and destructive winds across the region, directing some schools to opt for alternative learning modes instead.

According to PAGASA, Nando made landfall over Panuitan Island in Calayan, Cagayan at 3 p.m. on Monday, September 22. As it moves away from Cagayan and Babuyan Islands to exit the Philippine area of responsibility (PAR), the highest wind signal in effect is now Signal No. 3.

The Presidential Communications Office announced late Monday night the suspension of classes in Abra, Apayao, Batanes, Benguet, Cagayan and La Union. In addition, all levels of classes and government work are suspended in Ilocos Norte and Ilocos Sur.
