DOJ issues travel ban on 6 more in flood control scandal

MANILA, Philippines — The Department of Justice (DOJ) issued additional Immigration Lookout Bulletin Orders (ILBOs) against several contractors and officers allegedly involved in the anomalous flood control projects.

The Justice department issued seven more ILBOs on contractors and individuals on Thursday, September 4, bringing the total number of people with lookout bulletins to 43.

The following individuals were added to the list:

  • Jaypee Mendoza – Officer-in-charge (OIC), Assistant District Engineer, Bulacan 1st District Engineering Office
  • Ernesto Galang – Engineer, Planning and Design, Bulacan 1st District Engineering Office
  • John Michael Ramos – Engineer, Construction Section, Bulacan 1st District Engineering Office
  • Jaime Hernandez – Engineer, Maintenance Section, Bulacan 1st District Engineering Office
  • Floralyn Simbulan – Administrative Section, Bulacan 1st District Engineering Office
  • Juanito Mendoza – Finance unit, Bulacan 1st District Engineering Office
  • Benedict Matawaran – Procurement unit, Bulacan 1st District Engineering Office

On Wednesday evening, Justice Assistant Secretary Mico Clavano said Justice Secretary Jesus Crispin Remulla signed the initial ILBOs. The initial orders were for 35 individuals, who included  spouses Sarah and Pacifico Discaya.

A bulletin is a directive to immigration authorities to monitor individuals from leaving, typically those who are subjects of ongoing investigations or legal cases.

It differs from a hold departure order, which is a court-issued directive preventing an individual from leaving the country.

Why were the ILBOs issued? The individuals were issued ILBOs following the request of Sen. Rodante Marcoleta and newly-appointed Public Works and Highways Secretary Vince Dizon.

This is in connection with the investigation into the alleged anomalous flood control projects, which involve accusations of corruption, overpriced contracts, substandard work and ghost projects.
