Sarah Discaya's licenses for 9 construction firms revoked

MANILA, Philippines — The Philippine Contractors Accreditation Board (PCAB) revoked the contractor licenses of all nine firms belonging to failed Pasig City mayoral bet and contractor Sarah Discaya. 

A PCAB-issued license is required for contractors operating in the country. It certifies that they have met national standards for expertise and competency. 

In a resolution, the PCAB said that Discaya admitted during a Senate hearing that she had nine construction companies that competed in the bidding for a single government project contract.

The PCAB said that this raises the “presence of collusion, employing schemes which stifle or suppress the outcome of the procurement activity in violation of licensing and procurement laws.”  

The Board explained that Discaya’s admission of multiple bidding participation could manipulate the outcome of public bidding. Following an evaluation of Discaya’s statements in the Senate, the PCAB revoked the licenses of the following firms: 

  1. Alpha and Omega Gen. Contractor & Development Corp.
  2. St. Gerrard Construction and Development Corp.
  3. St. Timothy Construction Corp.
  4. St. Matthew General Contractor and Development Corp.
  5. Elite General Contractor and Development Corp.
  6. Amethyst Horizon Builders and General Contractor, and Development Corp.
  7. YPR General Contractor and Construction Supply Inc.
  8. Great Pacific Builders and General Contractor Inc., and
  9. Way Maker One Person Corp. 

The PCAB also listed the revocation of their licenses on their website. 

All of the firms mentioned by Discaya were listed as having their licenses revoked effective September 1. 

While Discaya has been the focus of attention, she is only one of several contractors embroiled in corruption controversies. Other firms have been linked to the alleged ghost projects with the government.  

The Department of Public Works and Highways has suspended the bidding for local infrastructure projects as it creates more safeguards in the process.
