MANILA, Philippines — Department of Public Works and Highways Secretary Vince Dizon has requested the Department of Justice (DOJ) to issue an immigration lookout bulletin order (ILBO) against several contractors and government officials who are allegedly connected to ghost projects, including failed Pasig City mayoral candidate Sarah Discaya.

While an ILBO is not necessarily an indictment of guilt, it instructs immigration officials to closely monitor these individuals while an investigation is pending.

“An investigation is being conducted on several DPWH officials and key officers of construction companies allegedly involved in ghost projects and/or substandard construction of flood control projects. The timely issuance of an ILBO is of utmost necessity to enable the current investigations to proceed without delay and to hold those liable accountable to the Filipino people,” Dizon wrote to DOJ Secretary Boying Remulla.

Dizon also requested that the Bureau of Immigration inform the DPWH if these individuals have any plans to travel.

Other notable names include Lawrence R. Lubiano from Centerways Construction and Development Inc., one of Senate President Francis Escudero’s campaign donors. Wawao Builders General Manager Mark Allan V. Arevalo, who went viral for his shy demeanor at the Senate Blue Ribbon Committee probe on flood control, is also on the DPWH’s list.
