Marcos ally linked to subpar Kennon rock shed

MANILA, Philippines — Engineer Francis Cuyop, a member of President Marcos’ Partido Federal ng Pilipinas, is the owner of contracting firm 3K Rock Engineering, which built the P260-million rock shed along Kennon Road in Tuba, Benguet.
Marcos earlier described the rock shed as “useless” as it did not prevent a massive rockslide when Typhoon Emong hit the country in July.
Cuyop lost to Ifugao Rep. Solomon Chungalao in the May midterm elections.
At Sunday’s inspection of the rock shed, Marcos expressed frustration as the structure “did not serve its purpose,” calling it a waste of money.
Tuba Mayor Clarita Sal-ongan, Camp 4 barangay chairman John Dogao and public works officials have insisted that the rock shed “did its purpose and protected motorists and residents from rockslides.”
Cuyop’s connection with Marcos has raised questions about whether he won the contract for the rock shed due to his political ties to the President.
Marcos earlier identified 15 contractors who cornered 20 percent of the P545-billion budget for flood control projects nationwide in the past three years.
Allies will not be spared in the government’s probe into anomalous flood control projects, the President has said.
