MANILA, Philippines — The National Police Commission (NAPOLCOM) has approved new regular and collateral allowances for members of the Philippine National Police (PNP) to ensure that police personnel are “adequately supported in the performance of their duties.”

In a press release on Thursday, August 21, the NAPOLCOM said that its en banc issued Memorandum Circular No. 2025-004 on Aug. 18, 2025, providing a comprehensive structure of allowances that covers subsistence, quarters, clothing and hazard pay. 

The circular also includes combat duty and incentive pay, sea and flying duty allowances, hardship allowances and other operational benefits.

"By ensuring that their allowances are responsive to today's economic realities and operational demands, we are not only recognizing their sacrifices but also strengthening their morale and commitment to serve," NAPOLCOM Vice Chairperson and Executive Officer Commissioner Rafael Vicente Calinisan said in a statement. 

He added that the new policy is a "concrete step towards professionalizing the PNP and showing our personnel that their government stands with them".

The new policy, according to the NAPOLCOM, rationalizes compensation by prescribing regular allowances, such as quarters, subsistence, clothing and hazard pay, in addition to collateral pay and special incentives for those engaged in high-risk or specialized assignments.

The circular grants a special combat duty pay of P3,000 per month for personnel involved in actual police operations and a combat incentive pay of P300 per day for those involved in combat operations against insurgents, terrorists and other lawless elements.

Personnel assigned to high-risk tasks are entitled to hazardous duty pay equivalent to 50% of their base salary. 

Those exposed to radioactive elements will receive an additional 15%. For specialized operations, sea duty pay of 25% and flying pay of 50% of the base pay are provided for personnel engaged in maritime and air missions, respectively.

Additionally, hardship allowances ranging from 10% to 25% of the base pay are granted to personnel assigned to isolated and difficult areas.

The implementation of the new allowance structure will be subject to the availability of funds, as certified by the Department of Budget and Management.
