MANILA, Philippines — Filipinos who receive financial assistance from the government should not spend it on gambling, the Department of Social Welfare and Development (DSWD) warned. 

“These funds are for public purposes and cannot be used for any other purpose, especially in all forms and modes of gambling,” the DSWD stated in a department-wide memorandum issued on Monday, August 18. 

DSWD Secretary Rex Gatchalian said the department is prepared to disqualify beneficiaries who misuse their aid for gambling, adding that those receiving continued support may also be removed from the program.

The memorandum specifically directs program implementers to ensure strict compliance with the post-distribution monitoring process and activate grievance mechanisms to address reports of violations.

The DSWD offers several cash aid programs. For indigent Filipinos facing urgent needs, such as during calamities or bereavement, the Assistance to Individuals in Crisis Situations (AICS) program provides immediate support.

Through the Assistance to Individuals in Crisis Situation (AICS) program, beneficiaries may receive medical, educational, funeral, transportation, material, food or cash assistance.

The Ayuda para sa Kapos ang Kita Program (AKAP) also offers similar benefits but is specifically targeted at minimum and below-minimum wage earners to help them cope with the rising prices of goods and services. Beneficiaries can receive a one-time cash assistance of up to P10,000. 

One of the most prominent is the Pantawid Pamilyang Pilipino Program (4Ps), which offers conditional cash grants to low-income households, including farmers, fisherfolk, the homeless and informal settlers. Families with pregnant members or children under 18 are prioritized. 

The DSWD also has financial assistance programs for indigent senior citizens, persons with disabilities, solo parents and unemployed individuals. 

Gatchalian said the agency’s cash aid programs are intended to help alleviate poverty and improve the welfare of Filipino families from marginalized sectors. 

The DSWD’s statement comes amid a recent crackdown on online gambling platforms and their links to e-wallet applications. 

Congressional probes have also been launched to determine whether stricter regulations or a total ban should be enacted.
