Pangilinan replaces Padilla as constitutional amendments chair

MANILA, Philippines — Sen. Kiko Pangilinan is now officially the head of the Senate Committee on Constitutional Amendments and Revision of Codes, replacing Sen. Robin Padilla.

The committee is considered influential, handling proposals to amend the Constitution and revise existing legal codes.

Deputy Majority Leader JV Ejercito moved Pangilinan’s election during the Senate plenary session on Tuesday, August 12.

“I move that we elect Sen. Francis ‘Kiko’ Pangilinan as chairperson of the Committee on Constitutional Amendments and Revision of Codes, vice Sen. Robinhood Padilla,” Ejercito said.

The motion was unopposed and approved by Senate President Pro Tempore Jinggoy Estrada.

Padilla’s previous push for Con-Con. Padilla was first elected chair of the committee at the opening of the 20th Congress, a post he also held in the 19th Congress.

During his previous term, he famously pushed for a Constitutional Convention to amend the 1987 Constitution — a proposal that ultimately did not materialize.

Possible move to ethics panel. Pangilinan’s election comes amid reports Padilla could be appointed chair of the Senate Committee on Ethics and Privileges, which handles matters related to the rights and reputation of senators.

The panel also has the authority to recommend punishments for disorderly conduct.

In 2024, the ethics committee drew attention when Sen. Nancy Binay filed a complaint against Sen. Alan Peter Cayetano after a heated exchange in which Cayetano called her a “marites,” or gossipmonger.
