‘President Marcos admin has P1 trillion delayed ODA projects’
MANILA, Philippines — The three-year-old administration of President Marcos has “nearly” P1 trillion worth of “delayed projects,” which needs pushing before he steps down in mid-2028.
Records that former Albay second district congressman Joey Salceda gathered from the “Portfolio Review” of the Philippines’ official development assistance (ODA) funds showed the figure, prompting him to propose a “strategy to accelerate the implementation” of delayed projects.
“The country’s active ODA portfolio has reached $39.61 billion, with $24.81 billion allocated to infrastructure,” he said.
In the same ODA report, 72 percent of approved ODA projects are delayed, with average setbacks of almost 39 months, or more than three years.
He proposed the adoption of a Project Readiness Index, a technical scoring tool that assesses implementation readiness based on factors such as right-of-way access, detailed design completion, procurement progress, budget programming and staffing.
