MMDA: Campaign motorcades banned on Metro Manila highways

MANILA, Philippines — Campaign motorcades and caravans are prohibited on national highways in Metro Manila, according to the Metropolitan Manila Development Authority.

MMDA Memorandum Circular No. 02 series of 2025 prohibits candidates’ caravans from traversing Recto Avenue or C-1, Quirino Avenue or C-2, Araneta Avenue or C-3, EDSA or C-4, Katipunan Avenue and C. P. Garcia Avenue or C-5 and Southeast Metro Manila Expressway or C-6.

Also covered by the motorcade ban are Roxas Boulevard or R-1, Taft Avenue or R-2, Osmeña Highway/South Superhighway or R-3, Shaw Boulevard or R-4, Ortigas Avenue or R-5, Magsaysay Boulevard and Aurora Boulevard or R-6, Quezon Avenue and Commonwealth Avenue or R-7, A. Bonifacio Avenue or R-8, Rizal Avenue or R-9 and Del Pan/Marcos Highway/MacArthur Highway or R-10.

“However, motorcades or caravans are allowed to cross highways when necessary, provided the intersection is open and accessible, allowing them to safely reach the other side of the road,” it noted.

The memorandum, signed by MMDA Chairman Romando Artes, was issued on Jan. 31 but was shared with the media on March 28.

It seeks to avoid road closures, the use of more than one lane and parking during motorcades.

Political parties and candidates organizing campaign caravans must secure permits from both the MMDA and any of the 17 local government units in Metro Manila to be covered by their caravan.

Once approved, campaign motorcades should be held “during weekends and public holidays to minimize disruption to weekday traffic flow,” highlighted the agency.

Organizers should also deploy traffic enforcers to manage road traffic during the motorcade, it added.
