MANILA, Philippines — The Land Transportation Office (LTO) has secured a new deal for the procurement of four million license cards as its previous contract is still facing legal battles.

The new deal will give Filipinos their plastic cards instead of continuing to resort to paper licenses, according to LTO chief Assistant Secretary Vigor Mendoza.

The latest supply of cards is expected to be delivered next month.

“The delivery of these four million plastic cards is enough to address both the backlog and the daily usage through application and renewal of driver’s license,” Mendoza said.

The new procurement comes as the Office of the Solicitor General (OSG) has elevated to the Court of Appeals the injunction order issued by a Quezon City court on the plastic card deal.

The injunction was issued by QC Regional Trial Court Branch 215 following a complaint by the losing bidder, AllCard Inc., that suspended the delivery of 3.3 million cards to the LTO.

AllCard questioned the P240.1-million contract with Banner Plasticard Inc. and the court said that the former was originally declared as the winning bidder for the LTO’s pre-printed driver’s license cards procurement project.
