CHR probes Mocha, blogger over 'utterly appalling' sign language video
MANILA, Philippines — Presidential Communications Assistant Secretary Mocha Uson and blogger Drew Olivar are under probe for allegedly violating the rights of persons with disabilities, following their controversial video where they are showed mimicking the sign language.
In tweets by The STAR reporter Janvic Mateo, the Commission on Human Rights said its Metro Manila office has received complaints against Olivar and Uson from the Philippine Federation of the Deaf.
The complaint stemmed from a video uploaded by Uson last week that showed Olivar mimicking the sign language at the assistant secretary's directions. Uson, who was taking the video, can be heard laughing in the background at Olivar.
CHR has described the video as "utterly appalling and unacceptable."
Earlier, several quarters, including Sens. Nancy Binay and Grace Poe, slammed Uson and Olivar for allegedly disrespecting the deaf community with their video meant to promote their new radio show.
Olivar and Uson had since made public apologies which they posted on Facebook.
The CHR "welcomed" Uson and Olivar's apology, but added that accountability needs to be pursued.
CHR is an independent constitutional office, and while it does not have adjudicating powers, it can recommend charges to be filed before the courts after its investigation.
The commission's probe is centered on whether Uson and Olivar violated Republic Act 7277 or the Magna Carta for Persons With Disability. If proven before courts, violators of the law may face fine and imprisonment.
CHR called on the National Council for Disability Affairs to also make a firm stand against Uson and Olivar's actions.
This was not the first time that Uson and Olivar drew flak for their videos. In August, the duo was slammed for making fun of the federalism campaign, a key initiative of President Rodrigo Duterte to spread economic wealth concentrated in Metro Manila towards the provinces.
The now infamous video has been dubbed as "Pepedederalismo," a play of the words involving women's private parts and federalism. It was coined from Olivar's lewd dancing while chanting "Ipepe-dede-ralismo!"
Uson, a former sexy star, was slapped with a "written reminder" regarding ethical standards applicable to public officials. Two weeks ago, Duterte himself said that Uson, who has been his supporter since his presidential campaign, went overboard but proceeded to defend her.
