Senate panel suggests fare refund for MRT service interruptions

MANILA, Philippines - The Senate subcommittee on public services suggested that there should be vouchers for refund of fares if there are service interruptions in the Metro Rail System (MRT).

The Senate subcommittee, headed by Sen. Grace Poe, submitted its report on the MRT to the Senate public services committee before Congress adjourned on Wednesday for the campaign period.

"There should be shuttle buses on standby to transport the stranded passengers, umbrellas and 'tolda' must be available to ease the discomfort of the riding public while queuing," the report said.

The subcommittee also suggested the enactment of the National Transportation Safety Board which would take charge of probing transportation-related incidents and conduct special studies concerning transportation safety.

Poe's panel recommended the filing of graft charges against top officials of the Department of Transportation and Communications headed by Secretary Joseph Emilio Abaya.

"The subcommittee observed the badges of negligence and inactions of the Department of Transportation and Communications officials led by Secretary Joseph Emilio Abaya indicating insensitiveness, callous indifference and acts disadvantageous to the commuters, the Filipino public and the Government," the subcommittee report said.

The report noted that there were strong indications of violations of Republic Act 3019 or the Anti-Graft and Corrupt Practices Act.

The report of the subcommittee will also be submitted to the Office of the Ombudsman, the Department of Justice and the Civil Service Commission.
