Warning: Cigarette packs without tax stamps are illegal

MANILA, Philippines - The Bureau of Internal Revenue (BIR) has deputized the National Bureau of Investigation to go around the country to search for and confiscate cigarette packs in the market without tax stamps.

The BIR warned storeowners that selling of unstamped cigarette packs is illegal.

Under the BIR’s Internal Revenue Stamps Integrated System (IRSIS) implemented last April 1, no manufacturer would be allowed to sell cigarette packs without tax stamps.

The IRSIS, which took effect last Dec. 1 and was implemented after a four-month grace period, aims to stop the illicit cigarette trade.

Erring shops face confiscation of their stocks and payment of excise taxes. Storeowners also face prosecution for a criminal offense, including the payment of fines.

Wholesalers and retailers were advised against buying cigarettes that lack the required tax stamps.

The BIR said tax stamps are a guarantee that the government collects the correct excise tax on each pack that is sold in the market.
