MANILA, Philippines - The Philippine Health Insurance Corp. (PhilHealth) is out to inspect the books of government and private employers to ensure their compliance in paying for the premium contributions of their workers.

PhilHealth president and chief executive officer Alexander Padilla announced through Circular No. 017-2015 that the agency’s authorized personnel will do “on-site visits” to facilities and employers must allow such, in accordance with the National Health Insurance Act.

“Section 15.e of the revised implementing rules and regulations (of the law) states all government and private employers are required to allow the inspection of their premises, including books and other pertinent records,” Padilla noted.

Based on the circular, PhilHealth representatives will determine compliance of agencies with regulations and other requirements, particularly in the payment of premium contributions and reportorial requirements, verification of submitted information and conduct of information education on the updates on the state health insurance program.

“All employers in the government and private sectors are hereby enjoined to recognize and extend all necessary assistance and cooperation with the duly authorized PhilHealth personnel conducting site visits,” Padilla said.
