MANILA, Philippines — The Philippine National Police Board of Inquiry (BOI) completed its report on the tragedy in Mamasapano, Maguindanao on Thursday.

The BOI culled data from sworn statements and subscribed affidavits, interviews, survey of the actual site, secondary sources.
