MIAA chief hit over airport terminal fee

Rudy Santos - The Philippine Star

MANILA, Philippines - OFW Family Club Rep. Roy Señeres denounced yesterday general manager Jose Angel Honrado of the Manila International Airport Authority (MIAA) for his “blatant display of power” when he ordered    international  airlines  and concerned stakeholders to   integrate the airport terminal fee into airline tickets   starting Feb. 1.

Honrado is courting contempt of court in insisting to collect the terminal fee from overseas Filipino workers (OFWs) despite an order from the Pasay City Regional Trial Court stopping it.

Judge Tingaraan Guiling has ruled that the International Passenger Service Charge (IPSC) integration into airline tickets is unenforceable because of lack of publication.

Republic Act 8042, the Migrant Workers Act prohibits the collection of terminal fee and travel tax from OFWs.

The memorandum integrating the IPSC in airline tickets honors all exemptions that the law has given to OFWs, Muslim pilgrims endorsed by the National Commission on Muslim Filipinos, athletes endorsed by the Philippine Sports Commission and others authorized by the Office of the President.
