Stiffer penalties for road rage sought

MANILA, Philippines - A lawmaker is seeking to include road rage in the list of aggravating circumstances under the Revised Penal Code.

Quezon City Rep. Winston Castelo authored House Bill 4910 which imposes stiffer penalties on road rage or aggressive driving.

"Such behavior might include rude gestures, verbal insults, deliberately driving in an unsafe or threatening manner, or making threats. Road rage can lead to altercations, assaults and collisions that result in injuries and even deaths," Castelo said.

Castelo proposed the measure in relation to the case of a sports car driver who assaulted a Metro Manila Development Authority traffic enforcer.

The lawmaker suggested that the driver, Joseph Russell Ingco, be banned from driving perpetually from driving "to serve as a lesson for hot-tempered motorists to refrain from unnecessarily venting their ire on traffic enforcers."

The proposed measure is now pending with the House Committee on Revision of Laws.
