COA adopts unified, holistic audit system

MANILA, Philippines - To improve its performance, the Commission on Audit (COA) is adopting a unified auditing system that focuses on a holistic approach in watching over government funds.

COA Chairman Grace Pulido-Tan told The STAR that state auditors are planning to conduct auditing on a per agency basis.

She cited as example the Land Bank of the Philippines, wherein several branches were audited separately.

With the unified system, Tan said a particular agency is being treated as a whole unit and the auditing is no longer based on who is a stricter or more lenient auditor.

To be fair to everyone, Tan said one has to look at the bigger picture, like in a sectoral sense or an agency-based perspective.

“One of the more innovative or radical changes we’ve made is the unified audit system,” she said as she expressed belief the system would improve the whole auditing process.

Tan gave assurance the COA would continue its duty of ensuring that public money is spent correctly.
