MANILA, Philippines - A total of five bidders have been declared eligible to bid for two projects to upgrade the military’s detachment in Oyster Bay facing the West Philippine Sea (South China Sea).

The Department of National Defense has declared four companies qualified to bid for the P237-million project for the construction of a pier and harbor at the Palawan-based naval detachment.

These companies are Phil. Rigid Construction, Luzviminda Engineering, Vicente T. Lao Construction and C.S. Santiago Construction Company Inc.

A total of seven companies have submitted bids for the project called Lot 10.

Three bidders - BNR Construction & Development Corp., Sargaso Construction and Development Corp., and the joint venture of Vinhar Construction and EM Cuerpo Inc. – were declared ineligible due to deficient bid documents.

However, Sargaso and Vinhar-EM Cuerpo joint venture have expressed intention to submit motions for reconsideration to the Bids and Awards Committee (BAC).

The BAC is expected to discuss their appeals this week to determine whether they are qualified to move on to the next phase.

Meanwhile, two bidders have been declared eligible to bid for the P76.49-million project to build support facilities for the Oyster Bay detachment.

These companies are Luzviminda Engineering, the same company that is qualified to bid for Lot 10 and Vinhar Construction and Marketing.

Three companies have submitted bids for the project, also known as Lot 11. The third bidder, Vicente T. Lao Construction, was declared ineligible due to its failure to meet some documentary requirements.

It intends to file a motion for reconsideration before the BAC.

The next phase of the bidding for the Oyster Bay projects will involve the opening of financial bids.
