MANILA, Philippines - Quezon City Rep. Winston Castelo has filed a bill seeking to prohibit officials and employees from drinking liquor in government offices.
Castelo filed House Bill 2956 or “No Drinking of Liquor or Other Intoxicating Beverage Act of 2013,†which says drinking liquor in government offices is "inimical to civil service and tends to push employees or officials to get unruly and get into trouble when they are already drunk."
“It is incumbent upon every employee to refrain from drinking liquor while doing his job,†the congressman said.
Castelo said public servants should abide by the civil service rules while in their offices.
Under the bill, employees and officials of government would face sanctions and disciplinary action under the Civil Service Code if found guilty of violating the proposed Act.
Castelo said the Civil Service Commission (CSC) and the Department of Labor and Employment are mandated to issue rules and regulation for the implementation of the proposed Act.
