PNP policy allows shooters, guards to carry guns outside homes
MANILA, Philippines - Professional shooters and security guards can apply for a permit to transport (PTT) their firearms at a cost of P360 and valid for three months.
Philippine National Police (PNP) chief Director General Alan Purisima said the PTT will authorize them to transport their firearms from residence to destination.
Under a new policy, the PNP has implemented strict guidelines in issuing permit to carry firearms outside residence (PTCFOR), which is good for one year and costs P4,150, including the permit ID.
On instructions of Purisima, the PTCFOR secretariat has implemented strict guidelines for private individuals seeking PTCFOR.
A PTCFOR applicant must now personally go to the office of the PTCFOR secretariat inside Camp Crame in Quezon City to get an application form, which has a control number.
The applicant must also present clearances from the PNP-Directorate for Intelligence and the National Bureau of Investigation (NBI) and attachments, including threat assessment verified by the local, provincial and regional police.
The PTCFOR applicant must also present to the PTCFOR secretariat clearances from the metropolitan trial court and regional trial court.
He or she must also show his or her present firearm license and old PTCFOR, both original and photocopy.
The applicant must also ensure that he or she has documentary proof of his or her drug test administered by the PNP Crime Laboratory and neuro-psychiatric test taken by the PNP General Hospital.
The PTCFOR secretariat also requires that the application must be in a white folder with proper tabbing, a recent 2x2 photo and another passport size photo plus the mandatory fingerprinting. Photographing will be done at PTCFOR secretariat office.
