Ombudsman orders speedy aid to public
MANILA, Philippines - Action officers of the Office of the Ombudsman must now act on all public requests for assistance (RAS) in three days and complete these in 90 days.
In a directive issued yesterday, Ombudsman Conchita Carpio- Morales defined RAS as “any form of grievance or concern seeking redress, relief, or public assistance which does not necessarily amount to a criminal, administrative, or forfeiture complaint.â€
Administering oaths, responding to queries and giving advice are not covered by the new rule.
“After docketing the RAS, initial action thereon shall be made within the first three working days from receipt by the action officer,†Morales said.
Action on a request, she explained, may involve calling for a conference between the complaining party and the concerned public officials to discuss the issue before an action officer of the Office of the Ombudsman.
