Pregnant Chinese with fake Phl passport arrested in HK

MANILA, Philippines - A pregnant Chinese woman used a fake Philippine passport to try to enter Hong Kong where she planned to give birth to avoid punishment for violating China’s one child policy.

Uso Dan Salasim, immigration intelligence chief at the Ninoy Aquino International Airport, said Fan Yueying paid 200,000 Chinese yuan for the fake Philippine passport.

Arriving at Hong Kong International Airport with her husband, Fan was denied entry after immigration officers discovered that the departure stamp on her passport was dubious.

Fan and her husband Fong Waiyan decided to return to Manila, where Philippine immigration authorities arrested them.

The Chinese couple left Manila for Hong Kong last May 11 using Chinese passports.

When they arrived in Hong Kong, Fan presented a fake Philippine passport to immigration officers.

Fan told Salasim she used a fake Philippine passport to enable her to give birth to their second child in a hospital in Hong Kong.

“She explained that in China couples who sire a second child are meted stiff fines, depending on their social status and financial capacity,” Salasim said.

Fan told Salasim political enemies of her husband, a government official, might  use the birth of their second child against him.

“She said they found a website that offers speedy processing of third-country nationality,” Salasim said.

Immigration Commissioner Ricardo David Jr. said the Chinese couple will be deported and blacklisted after the  Board of Immigration Commissioners issues the order.

They are detained at the Bureau of Immigration  detention facility in Taguig.

Fan is 31 days pregnant.
