P-Noy appoints judiciary members, DBP execs

MANILA, Philippines - President Aquino has appointed 61 members of the judiciary ahead of the appointments ban last March 29.

Malacañang also announced reappointments and new appointments at the Development Bank of the Philippines (DBP) and the Land Registration Authority.

The President appointed 26 regional trial court judges, 20 municipal (circuit) trial court judges, 14 metropolitan trial court judges and one Shari’a Circuit Court judge in Jolo, Sulu.

In a letter dated March 26, Executive Secretary Paquito Ochoa Jr. sent the lower court appointments to Chief Justice Ma. Lourdes Sereno.

The lone Shari’a Circuit Court Judge is Alberto Romoros of Jolo, Sulu.

The new RTC judges include Vivencio Gregorio Atutubo III (Camarines Sur), Evan Dizon (Camarines Norte), Mary Jane Dacara-Buenaventura and Christine Marie Caluag Capule (both San Fernando, Pampanga), Emmanuel Silva (Mariveles, Bataan).

Judges Johnmuel Romano Ritzard Mendoza and Trese Wenceslao (both of Cabanatuan, Nueva Ecija), Crisostomo Danguilan (Malolos, Bulacan), Marita Bernales Balloguing (Vigan, Ilocos Sur), Jude Erwin Alaba (Baler, Aurora), Glenda Cabello Marin (Caloocan City).

RTC judges Emily Gaspar-Gito, Janice Yulo-Antero, Marlina Millan Manuel, Bibiano Colasito (all of Manila), Nadine Jessica Corazon Jaban Fama, Ma. Rita Bascos Sarabia, Manuel Sta. Cruz Jr. (all of Quezon City).

Judges Elisa Ramirez Sarmiento-Flores, Mariam Guzon Bien, Achilles Aristotle Apolinario Bulauitan, Joy Casihan-Dumlao (all of Pasig City), Eligio Petilla and Evelyn Rinos-Lesigues (both of Tacloban City).

Judges Therese Blanche Alunan Bolunia and Rosario Ester Orda-Caise of Bacolod City.

The new MTC judges are Ma. Concepcion Arano Billones, Alberto Azarcon III (both of Makati), James Sy of Marikina, Lady Rochelle Saymo-Llabres of Caloocan, John Benedict Medina, Dolly Rose Bolante-Prado, Eduardo Solangon Jr. and Ruth Pasion-Ramos (Mandaluyong).

Judges Ma. Maureen Concepcion-Dy, Anne Perpetual Sunga Rivera of Manila, Allan Arriola of Pasay City, Joel Socrates Lopena and Juvenal Bella of Quezon City and Bernard Bernal of Taguig City.

The municipal court judges are Michael Balmaceda (Sorsogon City), Ma. Luzy Torres-Clasio and Joveliza Palo-Soriano of Camarines Sur, Marjorie Maranan Dempsey of Nueva Ecija, Rebecca Guillen-Ubanan and Jacqueline Reyes Suing (both of Zambales).

Judges Remalie Corbe-Cardenas of Diffun, Quirino, JoAnne dela Cruz-Malaton of Casiguran, Aurora, Jonald Hernandez (Dipaculao, Aurora), Maria Belinda Crisostomo Rama (Candaba, Pampanga), Richard Evangelista (San Luis, Pampanga).

Judges Rochelle Santos Manuel of Magalang, Pampanga, Wilfredo Paciente Jr. of Tangalan, Aklan, Lunel Junco Gabayoyo of Bellison, Antique, Janette Mae Joplo Dillomes of Valderama, Antique.

Judges Ma. Theresa Pagtanac Aldon of Caluya, Antique, Jerson Almalbis of Cuartero, Capiz, Anne Beatrice Aguana Balmaceda of Iloilo City and Salvador Villarosa Jr. of Labo, Camarines Norte. 

Reappointed to the DBP board of directors were Jose Nuez Jr. and Kevin Belmonte. The President also appointed four new members of the DBP board: Alberto Lim, Cecilio Lorenzo, Daniel Laogan and Jose Justiniano.

The six DBP officials will have a term until June 30 this year, from July 1, 2012.

Three Register of Deeds II of the Land Registration Authority (LRA), which is under the Department of Justice (DOJ), were also appointed.
