2 PNP officials in repair of vehicles sacked

MANILA, Philippines - Two ranking officials of the Philippine National Police (PNP) have been dismissed for their involvement in the anomalous repair of light armored vehicles  in 2007.

Ombudsman Conchita Carpio-Morales said yesterday accounting division chief Antonio Retrato and supply accountable officer Eulito Fuentes have been found guilty of grave misconduct and serious dishonesty.

Their retirement benefits have also been forfeited and they have been perpetually disqualified from holding public office.

Retrato and Fuentes were among those charged criminally before the Sandiganbayan for the anomalous repair and maintenance of 28 V-150 light armored vehicles  involving more than P400 million six years ago.

Charged with graft were retired Philippine National Police chief Avelino Razon Jr. and 22 other police officials and officers, including then members of the bids and awards committee (BAC).

Chief Superintendent Mario San Diego, a BAC member for the national headquarters, was absolved as no substantial evidence existed to hold him administratively liable.

The case arose from a complaint of the fact-finding investigation bureau of the Office of the Deputy Ombudsman for the military and other law enforcement offices.

The Office of the Ombudsman saw irregularities in the bidding process, awarding of contracts and utilization of funds intended for the repair/refurbishment of 28 V-150s.

Earlier this week, Morales ordered the dismissal from the service of two police generals and the suspension of eight other police officials and personnel, and admonished a National Police Commission director for their involvement in a rubber boat purchase in 2009.
