Garcia decries Cebu top cop’s unethical acts

CEBU CITY, Philippines – Suspended Cebu Gov. Gwendolyn Garcia has brought the alleged “unethical acts” committed by Police Regional Office 7 director Chief Superintendent Marcelo Garbo Jr. to the attention of Philippine National Police (PNP) headquarters.

She did not ask for any specific action against Garbo and left the decision “to the wise discretion of PNP chief Police Director General Alan Purisima.”

“I humbly pray that your good office shall take all necessary action lest General Garbo create any more damage and trauma to my family and supporters for such attempts to commit a violation of my human rights and dignity, albeit unprovoked,” Garcia said in her letter dated Jan. 7.

Various complaints have been filed against Garbo before the Office of the Ombudsman in the wake of the tension at the capitol brought about by the suspension order of the Office of the President against Garcia.

Garcia informed Purisima that Garbo gave her an ultimatum to leave her office on or before Dec. 31 or she will be bodily removed – a threat which she said is a violation of the PNP’s Ethical Doctrine.

Garcia also reported the deployment of a Special Weapons and Tactics (SWAT) team outside her office on the nights of Dec. 22 and 30 and in the morning of Jan. 5.

Garbo refused to comment on the letter complaint.

Copies of Garcia’s letter were also sent to the Office of Vice President Jejomar Binay and the office of the Commission on Human Rights in Cebu and in Manila.
