MANILA, Philippines - Article 2 of the impeachment complaint against Chief Justice Renato Corona is suffering from two deficiencies, according to Senator-Judge Miriam Defensor-Santiago.
Speaking at the resumption of the impeachment trial on Monday, Santiago read the heading or the title of Article 2, which is the non-filing of the chief magistrate to file his statements of assets, liabilities and net worth and failure to disclose his SALN.
"In my view, Article 2 is suffering from at least two deficiencies, incompetence and partiality," she said, adding that the declaration and disclosure of SALN are two different things.
Santiago said Corona has filed his SALN as presented by the defense panel when it called witnesses and documents.
She said that the Chief Justice took steps to declare and disclose his SALN.
