House backs changes in implementing rules of Tourism Act
MANILA, Philippines - The House of Representatives has expressed full support for Tourism Secretary Alberto Lim’s decision to amend portions of the implementing rules and regulations (IRR) of the Tourism Act of 2009 that would allow broader and stronger private sector participation in the industry.
Aklan Rep. Florencio Miraflores, chairman of House committee on tourism, said Lim has the power to amend the IRR to conform to every intent and wording of Republic Act 9593 or the Tourism Act of 2009.
The lawmaker also commended Lim’s resolve to take action and put in order the problems he inherited, particularly the issue of legitimacy of the Tourism Congress and the challenged IRR of RA 9593.
Earlier, the panel conducted an investigation into the alleged illegitimacy of the Tourism Congress, as called for by House Resolution 857 filed by Cagayan de Oro Rep. Rufus Rodriguez.
During the hearing, the committee encouraged Lim to amend portions of the IRR as lawmakers believe the move would heal the division and impasse that this issue has created among tourism stakeholders.
After DOT’s broad grassroots consultation with accredited tourism enterprises nationwide, the proposed IRR is now being finalized for publication, Miraflores said.
He also encouraged Lim to remain focused on his resolve to strengthen the tourism sector despite attacks from certain groups in the industry that were greatly affected by his decision.
“I encourage the secretary to stay the course and institute the much-needed reforms for the good of the tourism industry,” Miraflores said.
The lawmaker said with Lim at the helm of the agency, “the DOT will be able to fulfill its mission and carry out President Aquino’s vision to make tourism industry a major vehicle for economic recovery and growth.”
He also congratulated Lim for a successful launch of the Pinoy Homecoming Program last June, which covered six cities in North America in two weeks’ time.
“I was witness to how focused and untiring the secretary was in addressing the concerns of our kababayans and in promoting the department’s new and emerging tourism projects and destinations during this grueling working trip,” he said.
“The very enthusiastic response and eager participation of our kababayans was an indication of the success of the program launching,” the lawmaker said.
