Bill on local holidays filed
MANILA, Philippines - Sen. Manuel Villar Jr. wants to give local governments the authority to declare local holidays within their jurisdictions.
In Senate Bill 2600, Villar is seeking to amend Republic Act 7160, the Local Government Code of 1991, to empower provincial, city and municipal councils to declare local holidays.
Villar said the declaration of local public holidays should be in consultation with the National Historical Institute, local historical associations and the Department of Labor and Employment.
They should be approved through a vote by at least three-fourths of provincial, city or municipal councils, he added.
However, the bill would require that special public holidays must not exceed two days a year to commemorate or celebrate any historical or significant event in a particular locality.
Villar said it’s but proper to delegate authority to local governments to declare special public holidays.
However, apart from local holidays, local governments must also observe national non-working and special holidays, he added.
