Local leaders urged to prioritize anti-insurgency campaign
MANILA, Philippines - The Armed Forces has asked incoming local executives to give priority to the anti-insurgency campaign.
In a statement, Brig. Gen. Francisco Cruz Jr., AFP civil relations chief, said the rebellion can also be resolved through non-combat methods.
“The factors that compel a person to become an insurgent must be comprehensively addressed not just by the AFP but by all the elements of the government,” he said.
“Non-military methods must prevail, with the LGUs (local government units) leading the fight.”
Cruz said a “more dynamic collaboration” among the military, the police, local governments and non-government groups is also needed.
Cruz said insurgency-free provinces like Bohol had implemented anti-poverty programs.
“Provinces such as Compostela Valley hold great potential for development, but such possibilities have been seriously hampered by the harassment, violence, and threats posed by the NPA. We should not allow this condition to persist,” he said.
