393 police colonels flunk promotions exam
MANILA, Philippines – A total of 393 police colonels failed the Police Executive Service Eligibility (PESE) examination administered by the National Police Commission last month for officers seeking promotion.
Results released yesterday reveal that of the 542 police officers who took the test, only 149 passed while 393 failed – a passing rate of only 27 percent.
Those who took the PESE examination were senior officers seeking promotion to senior superintendent, chief superintendent, or director, equivalent to a four-star general in the military.
Results showed that only one out of every four police officials who took the test made it and are now eligible for the second phase, a panel interview.
Out of the 149 successful examinees, 117 officers are from Luzon, 18 from the Visayas, and 14 from Mindanao.
The tests were conducted last May 25 in various testing centers like the National Capital Region Training School in Bicutan, Taguig; the University of Cebu in Banilad, Cebu; and the University of Mindanao in Davao City.
Napolcom Commissioner Celia Sanidad-Leones said the PESE exam focused on executive emotional quotient inventory and leadership competency assessment.
It also covered moral development, job knowledge, communication skills assessment and creative development management.
“PESE contains analytical questions on police leadership and police values in order to get the best future leaders or the cream of the crop in the police service,” Leones said.
Napolcom Personnel and Administrative Service Director Isidro Siriban said those who passed will be notified through a Napolcom Resolution which will be sent to the Philippine National Police Directorate for Personnel and Records Management in Camp Crame, Quezon City.
He announced that the complete list of successful examinees can likewise be viewed at the Napolcom Central Office in Makati City and the Napolcom’s official website at www.napolcom.gov.ph.
