NDCC search on for environment-friendly school

The National Disaster Coordinating Council (NDCC) is launching a contest for the design of an “environment-friendly” school building that can double as a self-sufficient evacuation center during natural and man-made calamities.

NDCC chairman Dr. Anthony Golez said the “super school building” design contest, to be launched officially this month, is open to local and foreign architects. NDCC will accept entries until March 16, 2008.

He said other details of the contest, including the prizes, would be announced later.

“The winning prototype will be displayed in Camarines Norte,” Golez said in the weekly Kapihan ng Bayan at the Sulo hotel in Quezon City. Camarines Norte is usually on the path of destructive typhoons. The specially designed school buildings will be constructed in areas most vulnerable to natural calamities like typhoons and volcanic eruptions.

“It’s a school building and evacuation center at the same time,” Golez later told The STAR.

Golez said the school building the NDCC envisions should be made of light and elastic materials but strong enough to withstand strong howlers and earthquakes.

Such school building, he said, should also have its own supply of potable water and cooking facilities for emergency purposes. It should also have a storage area for medicine, food, and other basic needs of evacuees. – Perseus Echeminada
