NBI Director Nestor Mantaring issued the order covering the transfer of 36 officials and employees two days before the Comelec reshuffle ban, which takes effect starting today.
Under the Omnibus Election Code, government agencies will no longer be allowed to transfer personnel during the election period from Jan. 14 to June 30.
"We have been thinking of implementing a reshuffle and we decided to push through with it now or else we would have to wait for six months until the Comelec ban is lifted to implement the transfer," Mantaring said.
He said they had to appoint head agent Leopoldo Andrada as their new budget division chief after Nelly Enriquez retired. Lawyer Auralyn Pascual, who used to head the training division before she went on a year-long management training in Australia, was tapped to lead the management planning and audit division, a post that will be vacated by Andrada.
Mantarings personal assistant, Cora Villas, will also take on a concurrent position as the new personnel division chief to replace Joseph Melson, who was transferred to the Office of the Ombudsman. Villas has the proper qualifications for her second post, according to Mantaring.
Southern Tagalog Regional Director Manuel George Juralbal was reassigned to the Ilocos Region, assuming the post vacated by Policronio Palpalatoc, who has just retired.
Juralbals assistant regional director in the Southern Tagalog Region, Generoso Matulac, is now the acting head of this regional office.
NBI Bohol District Office chief Max Salvador was appointed as officer-in-charge of the agencys Central Mindanao Regional Office. He replaced regional director Emmanuel Almendares, who was earlier tasked to become the executive officer of Deputy Director for Regional Operations Service Reynaldo Esmeralda.
Head agent Rosauro Bautista, who was once an executive officer of the NBI-National Capital Region, is now the executive officer for administration of the deputy director for Intelligence Service. Bautistas NBI-NCR position will be filled by Romy Bon Hun Lim from the Eastern Visayas Regional Office. Head agent Mamerto Cortez, previously connected with the Anti-Fraud and Computer Crimes Division, is now with the Bacolod District Office.
