Angara pushes for creation of Land Administration Authority

DAVAO CITY — Sen. Edgardo Angara is working for the passage of a bill seeking to create Land Administration Authority for an efficient and effective mapping, land survey, classification, disposition valuation and registration of land and management of public lands.

Speaking before multi-sectoral representatives from the academe, business and government sectors over the weekend, Angara said the increasing problems in land administration and management could cause "trouble" in the country’s land registration system.

"If you do not have a safe and sound land titling and delineation, a revolution is in the making,," he said.

Angara said security of land tenure is a requirement, not only for the country’s stability, but also could be a means to attract investors.

"There is a need to institutionalize as well as provide leadership and management of reforms in land administration," he said.

Angara said the problem is compounded by the fact that certificates of stewardship have lately been granted for forest lands, public parks and reservations.

In attaining the government’s asset reform programs, the acquisition and registration of real property should be made affordable and expeditious, he added.

Angara also discussed during his meetings the problems on multiple titling of lands, as well as other similar disputes affecting land ownership.

He cautioned those investing in the Calabarzon Region and in Quezon City that fraudulent land titling has been discovered in these areas. — Edith Regalado
