LGUs to use P30 B for devt programs

Governors, mayors and local government officials are set today to shell out P30 billion for development programs dubbed as "Kilos Asenso."
Union of Local Authorities of the Philippines (ULAP) president and Bohol Gov. Eric Aumentado will spearhead its launching at the Manila Hotel that will form part of the 14th anniversary celebration of the Local Government Code of 1991.
"LGUs (local government units) will be shelling out Kilos Asenso funds amounting to more than P30 billion to be taken from the 20 percent development fund set aside from the internal revenue allotment," Aumentado said.
He pointed out that a P5-billion counterpart fund from the national government is now being sought in Congress from next years budget.
Officials of ULAP and the League of Provinces of the Philippines (LPP) are even working with their respective congressmen on the counterpart funding scheme "so that it could be tripled," Aumentado said.
Under the Kilos Asenso program, he said financially beleaguered barangays that could not put in their share of funds could instead provide local materials and local labor as their equity investment.
ULAP executive director Monina Camacho said todays activities also include the launching of the ULAP website sponsored by Asia Foundation, and a presentation on Charter reforms for stronger LGUs by San Fernando Mayor Oscar Rodriguez.
Interior and Local Governments Secretary Angelo Reyes, Budget Secretary Romulo Neri and Manila Mayor Lito Atienza will be among the speakers.
"This gathering of local officials is meant to send a strong message of our (LGUs) unity and solid support behind the Constitution, the rule of law and the presidency," Aumentado said.
Local government officials have been vocal about their support to President Arroyo, who survived an impeachment case for allegedly cheating her way to victory in the May 2004 election that has also spurred calls for her resignation.
