Aglipay named 2nd top cop

Philippine National Police (PNP) chief Director General Hermogenes Ebdane Jr. designated Deputy Director General Edgar Aglipay yesterday to replace Clyde Fernandez, who retired from his post as deputy director for administration and the PNPs second in command.
Ebdane said Aglipay will be replaced by Deputy Director General Virtus Gil as PNP deputy director for operations.
Another contender, Deputy Director General Reynaldo Velasco, was retained as chief of the National Capital Region Police Office.
PNP director for operations Director Vidal Querol was transferred to Central Luzon to replace Chief Superintendent Oscar Calderon, while Southern Tagalog director Chief Superintendent Enrique Galang replaced Querol.
In his farewell speech, Fernandez said that unlike in other batches of the Philippine Military Academy (PMA), neither he nor his classmates had their terms extended.
"My classmates at the PMA Magiting Class of 1970, I thank you for making me an example of the stand of our class no extension, not one day more. Good officers abide by the rules that strengthen the institution," he said.
Fernandez, who was given retirement honors at Camp Crame yesterday, was apparently alluding to the term extension of Civil Security Group director Chief Superintendent Reynaldo Berroya, who was given a one-year extension by the Napolcom last month.
Both Ebdane and Fernandez are members of PMA Class 70.
Fernandez urged other PNP officials to perform well and do away with "patronage politics" to ensure a better police force.
He also asked lawmakers to speed up the passage of the PNP Reorganization Act, the PNP Modernization Act and the Magna Carta for police personnel.
