Aglipay postpones relief of policemen

To avoid another clash with a Metro Manila mayors, National Capital Region Police Office director, Chief Superintendent Edgar Aglipay is temporarily postponing his plan to relieve station commanders who have not taken the Officers Senior Executive Course (OSEC).

"There is a need to consult with the mayors regarding this. The regional director does not want the changes to cause another misunderstanding with the local heads," said a ranking police officer.

Police officers in Quezon City noted that Aglipay recently got the ire of Marikina City Mayor Bayani Fernando for his alleged failure to consult the mayor in the choice of the local police chief.

Prior to the spat with Fernando, Aglipay also got the ire of other Metro mayors led by Metro Manila Development Authority chairman Jejomar Binay, for relieving police chiefs outright without permission from local heads.

In Quezon City, Aglipay wants a consultation with and the approval of Mayor Ismael Mathay Jr. before implementing the relief of six of 11 police chiefs who have failed to comply with the OSEC requirements.

Those in danger of being relieved are: La Loma police head Superintendent Pierre Bucsit, Cubao head Superintendent Armando Amparo, Batasan police head Superintendent Jolly Dizon, Galas Chief Superintendent Renato Balivia, Project 4 Superintendent Efren Lagmay, and Superintendent Ernesto Tesoro of Anonas.

But a movement of police officers from "less-sensitive" posts was implemented Tuesday by Central Police District director Chief Superintendent Victor Luga.

A member of the Philippine Military Academy Batch 81 was designated head of the Novaliches Police Station as part of a minor change in post assignments at the CPD.

Superintendent Jonas Garcia, Operations officer and concurrent officer-in-charge (OIC) of the Directorial Staff, said Superintendent Paterno Hernandez was assigned to the Novaliches police on approval of the district director.

Superintendent Philmore Balmaceda was appointed Lagro Police Station head, replacing Superintendent Dencio Duldulao.

Luga also ordered the transfer of Chief Inspector Ricardo Zapata, OIC of the Drug Enforcement Group to the Cubao police as its deputy chief. -- Christina Mendez

Superintendent Allan Pareno was reinstated to his post as DEU chief after about two months of being on a floating status.

Meanwhile, Chief Inspector Timoteo Pacleb was reassigned to the Operations Unit from the Cubao police while Superintendent Manuel Roxas was placed in the District Human Service Unit from Police Station 6. --
