General, 21 others face raps
Criminal charges were filed by the Criminal Investigation and Detection Group against a police general and 21 other personnel of the Philippine National Police who were allegedly behind the printing of fake PNP gas coupons.
CIDG director Chief Superintendent Lucas Managuelod identified them as Chief Superintendent Alfredo Daluyaya, former director of the PNP Logistics and Support Service; Senior Superintendent Jonathan Garcia, former chief of the LSS's Supply Storage and Distribution Division; Chief Inspector Armando Esita, chief of the LSS-SSDD Petroleum, Oil and Lubrication Section, Inspector Crisanta Reyes, officer-in-charge of the PNP Central Gas Station in Camp Crame, Feliciano Acosta and Imelda Bucato, auditing clerks, SPOs1 Benson Raceles, Mariano Rivera, Pastor Cainglet, Eriberto Maligaya, Dionisio Gutierrez and Eduardo de Leon and SPO4 Cesar Laygo, all PNP-CGS supervisors, Luzviminda de Guzman, PNP-CGS gas woman, and Meynardo Bilboa, Reynaldo Victorino, Ciriano Valencia, Noli Domingo and Erwin Chavaria, all PNP-CGS gas men.
According to Managuelod, the CIDG filed the charges against the suspects after finishing its probe last Jan. 13.
Managuelod said that investigation showed that gas coupons used in the loading of diesel fuel from the PNP gas station inside Camp Crame from July to November last year were fake.
According to the CIDG, the suspects were able to print and distribute 900 booklets containing 90,000 gas coupons bearing serial numbers based on the last numbers of used coupons.
Managuelod said that the LSS surrendered to the CIDG 299 pieces of fake gas coupons amounting to P42,082 based on the price of P14.074 per liter, bearing fake signatures of LSS processing clerks.
"The serial numbers of the said coupons are not available in the records on file hence considered fake. Accordingly, these coupons were retrieved from the inventory of used coupons," Managuelod said. At the moment, the CIDG has in custody 16,700 fake gas coupons which will be sent to the PNP Crime Laboratory for examination.
