Aglipay: Review local cop chiefs' performance

The five police district directors in Metro Manila yesterday were given a month to review the performance and recommend the relief of chiefs of police under them performing below par in the fight against criminality.

In his directive, Metro Manila police director Chief Superintendent Edgar Aglipay said they should look into those lagging behind in monthly performance evaluations like Superintendents Nemesio Neron and Rodolfo Tutaan, of the cities of Valenzuela and Mandaluyong, respectively.

Neron and Tutaan were listed as goats, thrice in monthly ratings of the National Capital Regional Police Office (NCRPO) but their respective mayors are not keen on replacing them, STAR sources said.

All police district directors in Metro Manila, except Chief Superintendent Rowland Albano, Eastern Police District (EPD) director, were replaced to energize the PNP's campaign against scalawags, misfits and criminality.

But with the continued insistence of mayors Manuel Carlos and Benhur Abalos in keeping Neron and Tutaan, the PNP-NCRPO might fail in its fight against lawless elements in those areas.

Neron and Tutaan were listed at the bottom of NCRPO's performance rating for the month of December. Neron garnered a ratings of 58.8 percent while Tutaan was tied with San Juan police chief Superintendent Gilbert Cruz at 57.8 percent.

Joining Neron and Tutaan at the tail end were Superintendents Gorgonio Rosero, of the Manila police Station 6; Efren Lagmay, of the Central Police District Station 8 and Makati police's officer-in-charge, Jovy Gutierrez.

Gutierrez, who replaced Superintendent Boy Reyes a few days after the Pilipinas Shell office bombing in Makati City last Dec. 16, only had a 44 percent rating to show, the lowest or goat among the 37 chief of police in Metro Manila.

Topping last month's performance was Caloocan City police chief Senior Superintendent Sammy Pagdilao, with an overall rating of 71 percent.

Aglipay said Pagdilao will receive a streamer, P5,000 cash and an additional supply of 1,000 liters of gasoline for his patrol vehicles.

Other top performers in their respective districts' were Superintendents Raul Medina, Pasig City police for the EDP; Frumento Villareal, Station 7 of the Manila police; Don Montenegro of CPD Station 10 and Rodolfo Rongavilla, of the Parañaque City police for SPD.

Meanwhile, the newly-appointed Northern Police District director Chief Superintendent Jose Bandong disclosed he is set to implement a massive revamp of the district next week with the police chiefs of Navotas, Malabon and Valenzuela on the way out.

Sources at the NPD said Bandong will most likely replace Superintendents Celso Beltran and Eduardo Bigay, police chefs of Navotas and Malabon towns respectively, due to the unchecked illegal gambling in their areas.

The sources said Beltran was regarded as "untouchable during former NPD director Chief Superintendent Rodolfo Caisip's term despite reports of massive illegal gambling activities in his area of jurisdiction. Caisip and Beltran are said to be related as their wives are sisters.

Bigay is only the officer-in-charge of the Malabon police after the unceremonious relief last week of his predecessor, Superintendent Dante Buenaventura who was sacked for failure to solve the P61 million of a Metrobank branch in Potrero, Malabon last Dec. 29 despite a one week deadline issued by Aglipay. -- Rainer Allan Ronda
