MANILA, Philippines - Quezon City Mayor Herbert Bautista and Vice Mayor Joy Belmonte lead the city council in granting 2012 Miss Universe first runner-up Janine Tugonon a framed copy of the resolution honoring her at a ceremony at the City Hall last Jan. 14. ‘She made Filipinos proud,’ said Mayor Herbert. Janine is a resident of Philand Subdivision, Barangay Tandang Sora, Quezon City.
