Marcos Jr. enhances tax administration, property valuation reforms

MANILA, Philippines — President Marcos has reconstituted an inter-agency body overseeing the Local Governance Reform Project to enhance tax administration, and property valuation and assessment reforms.
The Inter-Agency Governing Board was reconstituted through Administrative Order 49 signed by Executive Secretary Ralph Recto by the authority of Marcos on Sept. 28.
The Local Governance Reform Project, a joint initiative between the government and the Asian Development Bank, seeks to reform property valuation policies, implement digital tax databases, improve tax administration in local governments and build the capacity of local assessors.
The project complements the Real Property Valuation and Assessment Reform Act, which requires automation of local governments’ real property tax administration and mandates the Bureau of Local Government Finance to ensure full system automation nationwide.
The Department of Finance recommended the reconstitution of the Inter-Agency Governing Board to ensure the completion of remaining deliverables of the project and continue capacity-building efforts for local assessors.
