DENR-8 distributes free patent titles in Northern Samar

CEBU, Philippines - A total of 218 patent titles, covering an area of 182.60 hectares, were distributed free to qualified beneficiaries, under the government’s Handog Titulo program, during a ceremony held at the Northern Samar Capitol.

The beneficiaries, who were from the towns of Lavezares, Bobon, Mondragon, Gamay and Mapanas, received their titles for agricultural purposes, through the Handog Titulo Program of the Department of Environment and Natural Resources.

The distribution of the titles was spearheaded by the DENR’s Provincial Environment and Natural Resources Office (PENRO) in Northern Samar, in cooperation with the Registry of Deeds and the local government units of the province.

DENR-Region 8 Director Leonardo Sibbaluca, in his speech, told the beneficiaries to take care of their land titles.

“You may now use it as collateral for loans to start a business or for other important needs. Your title shall also secure ownership over your land. Take good care of it to avoid serious legal problems while reconstituting lost or damaged titles,” Sibbaluca said.

Representative Emil Ong (2nd district, N. Samar), who graced the distribution event, lauded the DENR’s Handog Titulo Program, saying: “Land titles are the best legacy the beneficiaries can give their loved ones. We thank the DENR and all agencies concerned for this effort.”

Mrs. Restituta Vistan, 61-year-old recipient of a free patent title, said she was grateful and proud that finally she is holding a proof of ownership of the land where her family’s livelihood activities are based. “I’ve been longing for this title for so long. It’s finally here, and I got it for free,” she said.

The Handog Titulo program was aimed to expedite the processing and issuance of public land patents to qualified beneficiaries, consistent with the goals of the Comprehensive Agrarian Reform Program to improve the lives of farmers and their families in the countryside.

The Handog Titulo event in Northern Samar coincided with the observance of the Environment Month and the province’s 51st Founding Anniversary. —(FREEMAN)
