CEBU, Philippines - Talisay City Association of Barangay Councils president Raul Cabañero has reminded his colleagues to conduct the barangay assembly for the second semester of Calendar Year 2014.

Cabañero, the captain in Barangay Bulacao, said the simultaneous barangay assemblies are scheduled on October 12.

As per Department of Interior and Local Government Memorandum Circular No. 2014-100 issued by Secretary Mar Roxas on August 18, 2014, the last Saturday of March and the second Sunday of October have been named as barangay assembly days.

"Memorandum Circular No. 2014-100 enjoined all city and municipal mayors to ensure compliance and maximum participation of all barangays in the conduct of the synchronized barangay assembly, and to post/hang posters or banners in conspicuous places to promote public awareness," the circular read.

Cabañero reminded that the barangays that will fail to conduct a barangay assembly will be facing corresponding administrative charges if somebody from the barangay files a complaint before the Sangguniang Panlungsod.

During the assembly, barangay officials will discuss to their constituents about Barangay Full Disclosure Policy or posting of financial transactions in conspicuous places, as well as other issues or concerns affecting the barangay.

The barangay assembly is envisioned to be the avenue for barangay residents to air complaints or suggest and recommend actions for the people's well-being and the betterment of the barangay.  (FREEMAN)
