Villaver defended his title after managing to outdo his closest rival Kennedy Guinoo in the final stage, which is the individual time trial (ITT) the other day.
Villaver concluded his quest in seven hours, 40 minutes and 37 seconds for the championship, relegating to second honors, Guinoo, who posted 7:41.49.
Two other Cebuanos Jovanni Delica (7:46.41) and Gregorio Gabato, Jr. (7:47.03) ended third and fourth, respectively.
Last stage winner Julieto Mangupot was fifth in 7:50:30.
Completing the top 10 were Nilo Barbalose (7:51:21), Hilario Ladra (7:51:39), Antonio Nebria (7:53:00), Jaybop Pagnanawon (7:56:54) and Randy Carbonera (7:57:14)
A Tour campaigner, Villaver chalked the second best time in the ITT, clocking 1:06.02 as former national team member Mangupot grabbed the title in 1:05:58. - Caecent O. No-ot
