City Council okays Mandaue projects

Kristin De Dios - The Freeman

CEBU, Philippines — The Mandaue City Council has approved a resolution adopting development plans and proposed infrastructure projects, including sewerage and drainage programs, for endorsement to the Regional Development Council (RDC).

The resolution covers four City Development Council (CDC) resolutions concerning the Metropolitan Cebu Sewerage Master Plan, proposed Department of Public Works and Highways (DPWH) projects for 2027, the A.C. Cortes Avenue Drainage Project, and the city’s proposed Annual Investment Program (AIP) for 2027.

In an interview, Councilor Joel Seno, author of the resolution, said the projects had already been approved by the CDC last week before they were elevated to the Sangguniang Panlungsod for adoption.

“It was upon the request of the mayor those resolutions are projects to be endorsed to RDC and were already approved by CDC,” Seno said yesterday, October 12.

The city government sought the council’s approval through an endorsement with a certification of urgency dated October 12, issued under the authority of Mayor Thadeo Jovito Ouano.

The first resolution adopts CDC Resolution No. 2026-29, which approves and endorses the Metropolitan Cebu Sewerage Master Plan.  The second adopts CDC Resolution No. 2026-30, covering the DPWH’s proposed projects for Mandaue City for calendar year 2027.

The third adopts CDC Resolution No. 2026-31, which covers the A.C. Cortes Avenue Drainage Project under the 2026 General Appropriations Act, including a revision to the project’s coverage.

The fourth adopts CDC Resolution No. 2026-32, covering the proposed AIP for calendar year 2027.

“Those are the drainage programs proposed diri sa Mandaue… those are priority projects nga kinahanglan nato ma-address dayon,” Seno said.

“That’s why upon approval gi-request nga mahatod dayon didto sa RDC para ma-include and approve pod sa ilang programs,” he added.

The AIP outlines the city’s proposed programs and projects for the coming year and serves as a guide for prioritizing public investments.

Under the approved measure, the corresponding plans, programs, project lists, and schedules covered by the four CDC resolutions will form integral parts of the city council’s resolution.

The implementation of the projects will remain subject to applicable laws and regulations, technical approvals, and funding requirements.

Any expenditure charged against city funds must also be covered by the appropriate appropriation ordinance and comply with budgeting, procurement, accounting, and auditing rules.

Seno said the approval was expedited to allow all four proposed measures to be endorsed to the RDC for consideration and inclusion in its programs under the upcoming national budget.

He added that the DPWH would serve as the implementing agency for the infrastructure projects. — (FREEMAN)
