City pilots waste reporting platform
CEBU, Philippines — Cebu City has launched the pilot testing of Citizen Action 360, a new digital platform designed to streamline how residents report and monitor waste management concerns.
This is part of the city government’s broader push toward smarter governance and citizen-driven solutions to persistent garbage woes.
The platform allows residents to create accounts, submit reports on issues such as missed garbage collection, overflowing or unsanitary bins, and illegal dumping, and then track updates on their concerns in real time.
It also provides a feedback loop, enabling users to share their experiences and suggestions directly with the city.
The city government emphasized that the pilot phase is crucial for identifying technical glitches and refining the system before its full-scale launch.
It was also emphasized that the project is not just about technology but about fostering active citizen participation.
By encouraging residents to document and report waste-related problems, the government hopes to build a more transparent and responsive waste management system.
The pilot is being promoted through community outreach and social media, with residents directed to the Citizen Action Portal to access the platform.
A QR code posted by the city’s Public Information Office via Cebu City News on Facebook has also been provided for easy registration.
The launch comes against the city’s ongoing struggle with solid waste management.
Following the collapse of the Binaliw landfill earlier this year, the city declared a Solid Waste Management Emergency, forcing officials to haul 700 tons of daily garbage to Aloguinsan at triple the previous disposal cost.
The crisis has drained the city’s solid waste budget and stressed the urgency of finding sustainable solutions.
Programs such as Balik Bote and Basura Namo, Kaugmaon Nato have already been introduced to divert waste from landfills, and Citizen Action 360 adds a digital dimension to these efforts.
Mayor Nestor Archival has repeatedly stressed the importance of innovation and collaboration in addressing Cebu’s garbage problem.
The pilot of Citizen Action 360, he said, reflects the city’s vision of a “Smart, Sustainable, and Inclusive Cebu,” where residents are empowered to take part in governance.
While bugs and errors are expected during the testing phase, officials believe that public feedback will be instrumental in shaping a more efficient and citizen-friendly system. — (FREEMAN)
