Mandaue braces for El Niño

CEBU, Philippines — The Mandaue City government has begun preparing for the possible effects of the El Niño phenomenon expected to affect the country from this year until the first quarter of 2027, following a warning from the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).

Despite recent heavy rains in the country, PAGASA is now raising concerns over the return of El Niño, which is expected to bring prolonged dry conditions and extreme heat.

During the 2nd Quarter City Disaster Risk Reduction and Management Council (CDRRMC) meeting held on June 16, PAGASA-Mactan chief Engr. Al Quiblat said the weather bureau had already issued a Level 3 warning on June 9 regarding the anticipated onset of El Niño.

Quiblat said the projected phenomenon could have a greater impact than previous El Niño episodes due to the intense heat already being experienced in many parts of the country, including Cebu.

He described the looming weather disturbance as a possible “Super El Niño,” noting that it could significantly affect weather systems and livelihoods, particularly the agricultural sector.

El Niño is characterized by the warming of ocean surface temperatures in the central and eastern Pacific Ocean, which can lead to below-normal rainfall, drought conditions, and water shortages.

In response, Mayor Thadeo Jovito Ouano directed department heads to strengthen preparations and formulate measures that would enable the city government to immediately address the effects of the phenomenon once it develops.

Ouano stressed the importance of implementing preemptive measures early to minimize public concern, particularly if water and power supplies are affected during the dry season.

The city government also reviewed preparedness plans across various departments and sectors that may be adversely affected by El Niño. Discussions focused on safeguarding water and electricity supply, as well as enhancing programs and services for the agriculture sector.

Meanwhile, the Mandaue City Disaster Risk Reduction and Management Office (CDRRMO) said it would further strengthen its preparations and equipment to better respond to the expected effects of El Niño, including the possibility of increased fire incidents due to extreme heat.

Also present at the meeting were City Councilor Eugene Andaya, department heads, and representatives from various local and national government agencies. — (FREEMAN)
