CPA seeks City Hall collaboration to address port problems

CEBU, Philippines —  In an effort to curb the long-standing problem of unauthorized ticket fixers and scalpers at Cebu’s port terminals, the Cebu Port Authority (CPA) has opened its doors to collaborate with City Hall, admitting that despite current measures, the issue continues to persist.

In a letter sent last week to the Cebu City Council, CPA General Manager Francisco C. Comendador III responded to Resolution No. 17-3172-2026, which directed agencies to strictly regulate and prohibit illegal ticket arrangements.

“Please be informed that the CPA has undertaken several initiatives to mitigate, if not entirely prevent, these unauthorized activities,” Comendador wrote.

He cited the deployment of security personnel outside port gates, the use of megaphones for real-time advisories, the installation of warning signages, and the establishment of a Passenger Assistance Desk.

He acknowledged, however, that “the concerning situation persists and may require further insights,” and conveyed CPA’s “willingness to explore more efficient solutions in the spirit of inter-agency cooperation and shared commitment to public welfare.”

The problem of scalpers and fixers has long plagued Cebu’s transport hubs.

Earlier reports documented how scalpers resold tickets at inflated prices, often preying on passengers desperate for immediate travel.

Dispatchers and taxi drivers have also been accused of harassing commuters, forcing them into vehicles, and charging exorbitant rates.

Mayor Nestor Archival recently described the situation at Pier 3 as “chaotic,” citing complaints from both local and foreign passengers who were intimidated by scalpers and abusive drivers.

City Hall has since launched a crackdown, ordering police outposts in port areas, directing ticketing outlets to broadcast reminders against fixers, and deploying Cebu City Transportation Office personnel to monitor taxi operations.

Archival warned that drivers caught overcharging or intimidating passengers could face criminal charges, license revocation, and permanent bans from operating.

Shipping firms and ticketing outlets have pledged cooperation, with some committing to stricter monitoring of employees to prevent collusion with scalpers.

While emphasizing its jurisdiction over port zones, the CPA assured the council that it “appreciates the Honorable Body’s proactive measures to ensure a more secure, safe, and efficient port environment for the public.” — IHM (FREEMAN)
